Series 60 does have Symbian "under the hood", but Series 60 is not the same thing as Symbian. UIQ is also driven by Symbian, and is pen-based. (UIQ is the platform used by the Sony Ericsson P800 and Motorola A920.)
The same thing is going on in the Windows camp. Windows CE 4.2 is the underlying OS for the 2003 version of both Pocket PC and MS Smartphone (both of which now bear the "Windows Mobile" moniker). One is pen-based and one is not.
So both Windows CE and Symbian are "underlying" OSes, not the finished product you see and use.
...and both can (and are) used to power pen-based platforms as well as non-pen platforms.
