Today T-Mobile USA's CTO Cole Brodman said that the company is planning to offer a T-Mobile channel in the Android Market. This channel will host content that T-Mobile recommends to its Android customers. T-Mobile also said that it will soon be offering carrier billing for applications that are sold in the Android Market. This means users will no longer have to use their own credit card, and instead will have purchases applied directly to their monthly phone bills. T-Mobile didn't say when carrier billing is coming, but the T-Mobile Channel will be live before Thanksgiving.

T-Mobile Android Channel

I'm sure a lot of T-Mobile customers would enjoy being billed for Android purchases; however, ultimately, The value of this depends on what Android software T-Mobile recommends.
You have things a little mixed up. They offer a T-mobile channel but you can charge all apps to your bill, not just the T-mobile channel ones.
