New D-Block Rules Proposed By FCC Chair

FCC Chairman Kevin Martin has offered a revised set of rules regarding a hoped-for re-auction of the unsold spectrum from this year's 700MHz spectrum auction. Under the new rules, the minimum bidding price was dropped from $1.3 billion to $750 million and has less stringent build-out requirements attached. Martin is still hoping to offer national licenses, though may permit regional licenses to be sold if national licenses fail to meet the minimum bids. The plan would permit the use of LTE and WiMax networks on the spectrum. The FCC hopes to discuss the proposal later this month and finalize auction rules by the end of 2008 so the new auction can take place by the end of the second half of 2009.
