Just got back from Spain where I inquired with a reseller about rates and sim cards. What is cheaper seems to depend on how much calling you want to do. I used the T-Mobile international roaming plan since I did not need to be called either from the US or from Spain - the cost is $0.99/minute. If one is going to be there for only a few days or weeks, the way to go is to buy a calling card - you cannot be called if you opt to go this way.

If you have an unlocked telephone, and it definitely needs to be unlocked, you can buy a sim card from Movistar, for about 60 euros, and you are good for inside Spain - you can make and receive calls. I do not know the cost per call is for international calls.
