I will be going overseas soon and i already know i can use a prepaid sim over there to get service(tmo and cingy charge rediculous rates for roaming), when i get a prepaid sim and get a number and lets say i want to call my dad or anyone else in the states, will they pay for receiving an international long distance call?

No! It's just another call they are receiving and should not cost them any different from whatever it costs to recieve a local call.

I think what he is trying to say is that, depending on what time it is when you call your dad, the call may or may not be charged agains his minutes. You on the other hand, will be charged international rates against your prepaid sim.
Cheers!
