I bought a zircon z3 at singapore, it is GSM phone, dual band,can i use it on cingular net work. any help is greatly appreciated.

No. I'm afraid the Z3 is a dual-band phone for Asia. That means it supports the two GSM bands used over there - 900 and 1800 - and not the two bands used in North America - 850 and 1900.
The Z3 will not work in North America at all. ☹️
