3gupload.com sucks. They wont let you upload mp3 tones at all. myphonefiles.com will let you upload (at least it did for my v400) but it took about 3 days because the site wasnt working for a while. You might try telling the site you have a v400 because they both work the same any way.
You can buy ringtones on motorolas website upder phones and accessories. And your service providers site should have them.
