Dumb Question, What exactly do Spectrum and VoIp mean?

I know its dumb but im just a little confused
i read the definitions in the glossary, but i still dont get it. 😕

Simply put, Spectrum is an allotment of Radio Frequency that a certain carrier can use (I.E Cingular may have a license to 801-810MHz, Verizon may have rights to 811-820Mhz Nextel may have 821-830MHz Etc.) and they own the rights to do as they please within that frequency.

VoIP is Voice over IP, it's the same as a telephone, but instead of useing a telephone line, and connecting the call VIA a tellco (such as MCI, Verizon, or Sprint) it uses your broadband company (such as Cablevision, or Verizon DSL) to connect it. This choice is cheaper, but if your power goes down, so does your phone line.
