Because usually line of sight is not a great issue in the context. The cases where laser communication would be blocked to them are cases where radio communication would also be blocked (eg far side of the Moon). It has a bandwidth advantage over radio, while its disadvantages (atmospheric dispersion) aren't as big of an issue in space.
