I think he's responsible for fixing some things because he's the landlord but not a towel rack. They can either deal with not having a towel rack or they can fix it themselves. Once they move out, he can take whatever he wants out of the deposit if he wants a small claims court lawsuit. He should read over the rules about what he should and shouldn't do.
