Landlord

My parents rent a home to a couple with 3 kids. Since they have moved in the house is a mess. All the blinds are bent, one of them got ripped off the wall, the towel hanger in the bathroom got ripped off the wall. The walls are smudged in paint and crayon. The carpet is stained and burned.

The guy calls my dad and tells him if they can fix the towel rack. My dad says no because they are damaging the property and he is not responsible for fixing damaged caused by them. Like a typical Peruvian he told him he would get a letter from a lawyer stating that he has to fix it. My dad told him do as he must, but if he wants anything fixed it comes out from the deposit and the guy flipped.

Is my dad responsible for fixing damaged caused by them?
