Where is Boeing laying people off? They just filled a contact from Mexico and are working at capacity in Washington state. Not to mention they just started a new build(plane with folding wings). If they had layoffs, I'd be shocked if it wasn't actual lateral movement to the new production line. Local layoffs are front and center in our news.
