Carrier IQ is used for the purpose of determining the level of radio signal on your phone, and locations where you are getting what level of signal. This is used to help improve service in areas that need improvement.
Carrier IQ does keep numbers for calls, and texts made as well as the time frame, however it doesn't store what was said in the message. The numbers and times are kept for the same reason as the radio signal... To see where service needs improved and see if the message was successful or not.
You are not charged for any data used by Carrier IQ (CIQ).
If you want to remove the application you may be able to do so through a 3rd party app....however it may require that you root the phone... However, I cannot see a real reason to remove it.
