All carriers that I know of have started to require all new smartphones purchased through them are required to have a data plan, most of the data plans are $30 a month. Sprint has an everything plan now for $70. The only real way around this is to purchase a phone outright and then you are not forced to have a contract or a data plan. However buying a smartphone outright is going to cost you a pretty penny.
