If I were to buy the Q off of a website such as ebay and activate it on USCC will I be paying a data plan as well?

Yes. I'm not completely up-to-date with US Cellular's data package rates but from my understanding its all or none. (meaning you CAN block the internet for free, but will miss out on all additional features I.E. MMS messaging).
