Is there any phone, besides iPhone, that is being sold by AT&T/Cingular that is OSx compatible or can access iTunes?

None that I am aware of that are OSx compatable, but they do offer a few different handsets that are compatable with itunes -

Motorola V3i Razr
Motorola Slvr
Mororola Rokr (I belive)
