Well, the public answer is that the way the smartphones are made now have them connected to the internet almost around the clock. For example, if you have one of the newer smartphones and decide to travel outside the country, even if you yourself do not access the internet, you'll have a bill at home with a decent paycheck's worth of data roaming charges.

If you were to ask why phones are made this way and one are made how the older ones were made... well, that's a pretty good question.
