California Driving / Phone usage laws 1/1/04

Has anyone heard of changes to driving laws in California, effective 1/1/04? Supposedly it will be illegal to hold a handset to your ear while driving, you must use a head set, wired or bluetooth, hands free or speaker phone. If not you are subject to a ticket and appropriate fine. Is there any truth to the rumor or is it just a rumor?

If so, there would seem to be a big push for hands free, speaker phones and bluetooth.

Any answers?

i heard that it's proposed, but not decided on yet. seems like their using cell phones as a scapegoat. the #1 distraction that causes accidents is eating food while driving. if california was really concerned w/ driver safety they would ban eating food while driving instead!
