Regardless of what IP address was programmed into the Uplink settings on the phone, if the carrier doesn't support it (no server on the other end to process your requests/send info) then it won't work. The "Data Connectivity" that you're referring to is basically using your phone as a modem. It has nothing to do with the built-in microbrowser.
