Well... you first need to get a tether-able phone from Verizon. Assuming you want a Smart-Phone:

Assuming you get that (or one of the other smart-phone tether-ables)... You are basically going to be paying $30 for data + $30 for tethering.
Vs $30 data for smart phone + $60 for seperate usb/laptop data.
The downside - CDMA is not known for data + talk.
If you want to be able to talk + data, at least until LTE is released: You must have the phone and data cards separate. Which is $30 more per month. If your phone IS your data (via tethering), you won't be able to talk + data at the same time reliably.
I may be wrong, but If you have a Wifi hot spot in range, your phone WILL be able to use that and talk at the same time. AFAIK, that's standard on newer phones, although it may vary by phone.
