They are all correct, in a way.
I would suggest tethering over a laptop connect card (saves money and there is no 2 year committment on features, the data package could be removed and the aircard you'd be stuck with for 2 years)
And yes, if your in a 3g network you can both tether and receive calls, but as stated before, make sure your not running on edge.
