The only thing that blocks data on the iphone is either EXUS or DXUS code in telegence, or if you shut cellular data off on the phone itself
Settings>General>Network>Cellular Data Off.
Even with either of these options wifi still works, and EXUS and DXUS can be requested by the customer however they would still be billed for the data plan.
