I have my theory on this phenomenon. Person X is playing on phone while dropping a deuce. Person X finishes dump and rests phone on lap. Person X goes to wipe ass and...PLOP, in the toilet it goes. Im half serious and half joking. Next time you try to wipe your ass, try and keep your legs closed the entire time...its actually pretty hard. When you are wiping its almost an involuntary reaction to open up your legs and DOWN GOES THE CELL! DOWN GOES THE CELL!
the other main reason is parents (for some reason) allow their toddlers to play with their $400 devices. And one of the favorite hiding spots for kids is, of course, the toilet. Right height, cool flushing noise, water goes around and around etc etc...

My best toliet story: Had a lady call in to the Callcenter. Of course the basic questions were asked name, type of phone, etc. and then when asked what happened with the phone and her responce..... "Me and my bf were in the restroom and he was hitting it from the back, and it dropped in the toliet." WTF!! why would you think we would want to knw this information. I'd rather you tell me it was in your back pocket and you forgot, rather then all that information. People just don't think anymore.

i had mine in my back pocket before - it was a birck Sidekick at the time and it fell out... luckily (somehow!?!) i caught it in time before it splashed into the toilet
