Worse, its just our alternative to a deposit.
You just have to pay the first months bill in store. Sometimes you can still sign a contract and get a discount on the phone, and sometime you have to pay the full price.
But it is definatly a lot easier to get someone to pay a bill in advance, as opposed to a deposit you most likely will not get back.

instead of requiring a deposit, the customers who qualify for flex pay can still get access to regular plans, they just pay for their service in advance. If they qualify for an annual contract, they also get the phone discounts - if it's not a free phone, they pay for the equipment as well. If they qualify for a month to month plan, they have to pay full retail price for the phone.
It functions like a pre-paid plan (pay in advance, minutes cut off when you reach your limit), but you get access to the regular plans (but your ult'd n/w and ult'd mobile-to-mobile will still work).
In theory it sounds nice, but... it's really a pain.
...
Not to mention the customer base gets trashier by the day.
