There is no special URL for it. If you use a WAP browser, it should come up automatically. If your phone has a "full" web browser, you'll generally see the full site.

can i type in wap.phonescoop.com then if i have a full browser?

No. Only WAP browsers can see the mobile site.

The mobile site is also VERY limited. It only shows a summary of new phones and new news from the front page. That's it.
