Question regarding Android location data usage.

I am an Android user myself and have been following its development for quite some time. To my knowledge the phone prompts you in any instance where your location data may be stored or updated at least the first time you use an application, and will prompt when you first boot the phone to allow the phone in general to track location. Is there a seperate function of the phone that tracks your location even if you opt out of it? To my knowledge I haven't heard anything about that outside of this site before.

I wanted to post it here because to my knowledge Android gives full disclosure and an opt out option for this, while the news articles are regularly implying that Android records this information with no notice to the user. To my knowledge this is incorrect information in the news articles.
