Ill give this one a go:

I don't think there is any said time frame when it comes to necroposting

If you are bringing some relevance to an old thread or maybe have a similar experience or question then I say go for it.

This issue seen on this site is people just responding with one or two word comments just to bring an old dead thread back to life.

BOTTOM LINE: Go for it if it is relevant.

Correct me if I am way off base

That is exactly correct. If there's some legitimate reason to revive the discussion, it might be okay.

Doing it just to annoy people is what's not okay.

There are gray areas, such as a really huge (monster huge) thread about a serious topic. It's old, but you want to ask if there's been any update / change in the situation / solution, etc. In that situation, it might be better to start a new thread and include a link to the old thread in your message for reference.
