They wouldn't have to change the software. It's just a matter of programming the towers to recieve the signal from the certain phone. No reprogramming necessary.
So, I think changing to GSM just wouldn't be an option. They're probably just going to stick with what they've got. They're an MVNO. Those have been dropping like flies lately.
