Teenager Out of Control

Hey folks...
I could use some direction. I have a 16 y/o son who went way over on his minutes and texts causing a large bill. I took his phone, put in a lock code and restricted his calls to only his phone book, so he can stay in touch with imediate family for emergencies. Within 4 hours he figured out how to add an additional number to an existing contact and therefore could call whomever he wanted. We I confronted him on this he showed me how he could also reset the phone and erase the lock code giving himself access to call anyone he wanted. I am hoping there is a software / website that I could set up an account with that will restrict him through the cellular service provider rather than through the phone.
Any recomendations would be ...

Sorry if the kid won't listen you are probably going to have to take it away for a while. I have found that kids do better when they know that you check the mins every couple of days. Also 2 weeks without the phone should make him sit up and take notice. Right now Alltel doesn't have any way to restrict calls.

You can always take the phone away from him and not let him go anywhere but school and home where he won't need access to a cell phone. Maybe he will then change his tune. I know Tmobile offers a service where parents can control through the website how many minutes the kids can use. It's called something "allowance".

Yeah, so does Verizon. I don't know what service this person has tho because he posted in AT&T also.

Nope, there isn't much that can be done. If it was my kid doing that I would either A) take the phone away for no less than 1 week, he can always use a pay phone or friends phone if he needs one or B) Give him an old deactivated phone so he can call 911 only if the emergency is severe enough.
