the only money they would be "losing" is if someone tried a phone for long enough to force the company to qualify it as old.
This restocking fee is to cut down on people playing the system and signing up for a quick phone while they shop around for a better deal on the phone they really want.
On top of that, this fee will not apply if you port your number, or decide not to stick with verizon, but only if you buy one phone then decide you really want another because it ruins the value of the phone in the process.
