If there is no agreement between the company then they wont "see" the tower. It all depends on where you are and who is in the area.
Specifically, what will happen is if you put a Sprint phone into forced roaming in an area where no agreement exists: the phone will pick up a signal, but if you try to make a call, you get a recorded message saying that you are not authorized to use carrier "X" system.
