Frequency is what really makes a difference. The 800 band usually does better at penetrating buildings than 1900 does or AWS. 1900 takes more towers to cover the same area as 800. The only time 1900 can easily penetrate buildings is if the tower is nearby. Otherwise, the further the PCS or AWS tower is (usually both bands are on the same tower), it doesn't penetrate buildings as well.
I'm a Verizon user, & CDMA vs GSM makes no difference in the digital signal penetrating buildings. Even Verizon's PCS signal doesn't penetrate buildings as well when the tower is farther away. In my area, Verizon's 3G is primarily in the PCS band, while 2G is in the 800 band. So I know what I'm talking about.
