HSPA+ is officially 4G. There are three different technologies that are recognized as 4G by the International Telecommunications Standards Committee and HSPA+ is one of them. But good luck finding it. T-Mobile only has 4G in major metro areas and then the footprint seems to be rather small. They're mostly and Edge network as the description at Phonescoop says. They claim to have some 3G, but in all my travels I've yet to find it.
