Data plan question

A 3rd party retailer is offering free unlimited web & Email for a Blackberry with TMO.
Question is why is it free with a Blackberry OS 6 and they charge for say an Android phone?

If I start out with the free data plan would I be able to swap SIM cards into a Android device and keep my free data package?
