hspa+ is 3.5G... HSDPA is 4g.. eventhough you are on a location with a 4g tower, its normal to get hspa+ or even just 3g coz it depends on were u are specifically located or if u are moving or not. buildings or walls could be barriers to signal, so it doesnt mean that because you are on a location with a 4g tower, u will be consistently connected to 4g already.. for the EM 10.00 4g web, u dont have to pay for that.. u can just call in and request for it to be changed to 4g web if you already have the unlimited talk text and web bundle..
