I'm sure its possible but not at all likely. If that were possible then I could theoretically order 10,000 minutes for $.01/mo. Which is not fiscally possible.

I think he meant like buy a bucket of minutes of your choosing for a certain rate instead of the limited buckets the companies offer. Instead of 600 or 1000 you could pick 800 and just pay for that. PErsonally I think the answer is no for a while. Sprint's Fair and flexible is about as close to what you are saying but not quite.
