Is the navigation app free to use or do they charge you to use it?

If you get an Android phone, you can just use Google Maps and Navigation for free. There are other 3rd party apps, like Telenav, that have a subscription fee.

My suggestion is to use Google Maps/Nav. It works well

I actually find the Google application to be superior to the paid applications.
