it could be that he is on a now defunct plan that the only way he can get a discount is if he upgrades to a current plan

There are certain devices that require new plans. It's this way for pretty much any carrier.

About 99% of all previous "grandfathered" plans can get upgrades. Some of the features won't be avalible on all the grandfather'd RP. (very very small amount). Your friend is probably on a even more plus plan. He can upgrade as many times as he wants but he cannot get a discount on his phones anymore because he gets such a low reacurring monthly rp cost. So when you switch to these rp's you are told up front about the cost and the no upgrades and you can decide to do it or not. It's not forced. He can also if on a EMP plan do installments for his phones for 20 months (no intrest). EMP plans cannot enter into a new contract but are required to finish their current commitment.

Verizon, Sprint, and ATT all require data if you are getting a smartphone.

welcome to 2009 (when att started requiring it)

Pretty much. If you want a "all in one" device for a discount you need a data plan. Some rateplans are noncomplatible with the new data plans thus making you switch. YOu don't have to have a dataplan though unless you want a discount.
