Does T-mobile USA have 3G voice? If it does, will I be able to use the 3G voice on prepaid account (not flexpay) using a smartphone with a 1700/2100 T-mo 3G frequency?

1700 is voice 2100 is for data. It's the phone that matters which frequency you use (long as you are in one of the 3g markets.) Flexpay does not limit you to edge or gprs. Flexpay is pretty much the same as post paid you just pay up front before use.

No, you're completely wrong
T-Mobile runs 1700 for outgiong; 2100 for incoming in parallel
both voice and data run on same channel

I was wondering if I will be able to use the 3G band with a regular prepaid account.
