Is it true..
that if I call customer service they can give me a better deal on an upgrade?

No. The thing is that the prices for the phones are different when you order them online, over the phone, or at your local store. Since they vary the best deal my be on either channel depending on the phone that you want.

Its usually true dealers are expensive!!!
Call tmobile and say you want to cancel because of bullshif bullshif then get transfered to customer loyalty discounted phones yay!!

The internet usually offers more free phones because they still have stock of discontinued phones that haven't been carried in stores in a while.

It really all depends on a lot of things. Its taken at a case by case basis. It helps if you are out of contract or at the end of your contract, been with the company for a few years, and on a decently high rate plan. If you are only halfway through your first contract with t-mobile on a $40 rate plan with a $10 text package, most likely they'll just sympathize but then remind you of the $200 etf.
It also depends on what your asking for. Are you requesting an outrageous deal like a free data phone? or just a little more of a discount?
Tone of voice will also help...you go in yelling and rattling off a list of demands, you're not getting anything. You are much better off kindly discuss the situation, and let them come up with solutions....

That's all pretty accurate. The Saves department does exactly that, Save a customer from leaving the carrier. Thank you for stressing that the retail store CAN NOT match care on that.
Other than the saves department, the prices that customer care quotes you are the same prices as in the store. They sometimes have more to offer, because like the website, they still have access to older phones that are already discontinued in stores.
And yeah, you're right, don't call care asking for a free blackberry or a discount on a G1. T-Mobile will not do this, because it would take too long for T-Mobile to make up for the loss on the phone. T-Mobile is a business, not a charity.
