Yes, they have 4MB of memory (not a hard drive, technically), and they can receive, store, and display JPEGs. GIFs can be used as wallpapers, and animated GIFs can be used a screen savers.

You can transfer images to the phone using USB and the Motorola software, or send via MMS, or download from a web site service using WAP.

2) if this can be done, how would you do it with the v400 as it is not USB
only the v600 is

That could be a mistake in the specs. I think the V400 does have USB.

3) what is pc sync- I dont believe the v400 has that feature

It's the ability to synchronize things like contacts and calendar events with software like Outlook, using the right software and cable (which may or not be included with the phone).

By the way, when you see features listed like that on this site, you can always click the feature name to see a pop-up glossary definition.

4) what is sync ml?

SyncML is a protocol that lets you sync contact and calendar info over the Internet, with a server or web site.
