Info & Phones

So my wife & I are needing new smartphones soon. I don't need data; my wife has the Data UNL right now, uses it sporadically on her 5230, and we're kinda needing phones that can sync with calendars iCal (but we can sync that with Google Calendar with an Android). Being required to have a non-unlimited data plan (a minimum increase of $25) isn't an option, so we'll be going unlocked, unbranded phones* - either Symbian or Android. What I'm needing to know is whether non-AT&T Androids will be flagged as smartphones. I'm pretty confident that Symbian phones (probably an N8 or 700 for me) won't have the data plan auto-added, since I've had multiple Symbians previously on pay per use. However - what about Android phones that are not currently offered by AT&T? There's a ton of phones that can be had that aren't current AT&T offerings that would suffice, and my wife has been curious about a handful of Android apps for a while, but she could stay with Symbian if need be.
Does anyone know if the data plan add on sweep only goes by IMEI (and therefore won't add a plan to unknown, non-US Android phones) or is there something else (such as accessing full HTML pages with different packages than 'dumb'phones) that identifies the phones? Or is the IMEI sweep able to identify a model outside what's offered by AT&T?
Also - an N8 or E7 users running the data unl plan?
*Please don't try to sell me on [AT&T smartphone X], or ask why I don't want latest/greatest/fastest/etc. I'm looking at what I *need*, and possibly a little further than that, no more.
