That clause is actually related to "off network roaming" within the US, not international roaming.

For example if you moved and area where verizon has a roaming agreement with a regional carrier and over half of your usage was on their network and not verizon's they might cancel your service. That's because verizon has to pay for their customer to access those towers.

Verizon charges you for international roaming to pay their costs plus a markup so you'd never get such a notification.
