T-mobile is focusing almost entirely on urban areas. Most of their network outside of urban areas is stuck on EDGE and they seem to be making little effort to build out broadband outside of urban areas.
AT&T's network expenditures are split between working to deploy 100% UMTS/HSPA across their network, installing enhanced backhaul in urban areas and the LTE buildout.
Working on improving 3 areas vs. T-mobile's 1 hardly makes them less ambitious.
