what are you talking about? the ITU decided in December 2010 that HSPA+ *is* 4G.

End of discussion.

LTE will be transitioned in....by the end of the year, AT&T will have 100% deployment of HSPA+ (4G now!) across all 3G coverage areas and LTE in about 70-75 markets.
