I am not sure about internet filtering, I am sure someone out there can explain that.
But there is a free program/app called K9 Web Protection, for PC, Mac, iPhone, iPad, iPod.

I’ve installed it on some computers for people wanting to do the same thing and it works great. Everything is based on categories and you can even do time of day and so on. I have never tested it out on a phone though.
