If by most you mean AT&T and Verizon Then I would agree. They have both been sitting on AWS which they purchased despite having no intention of ever deploying it. Imagine if there had been a mandate to force whomever purchased that spectrum to begin immediate deployment on it as reportedly Sprint had with its 2.5MHz? Those *Bleep*holes probably still would have purchased it just being *Bleep*blockers to keep anyone else from getting into the game. But at least it wouldn't be sitting in their basements gathering dust.
