$60 without tax is possible through the pay station in COR stores, just feed the machine and you'll get a straight tax free unlimited talk and text plan.
are you people that cheap that you're going to complain about tax? write a letter to your local state representative regarding your tax rate then...
BTW, prepaid service doesn't offer partner roaming coverage, postpaid plans do... check out the coverage maps:
