Subsidy lock removal

Strangest customer service experience today.
Called to get a subsidy lock removed for my old phone (just got a new one). CS rep was looking for some form for ~5 mins, took IMEI number, and then said: "I can't process your request, because this phone is not currently active."
WTF? 😡

What is a subsidy lock and why do oyu want it removed?

a subsidy lock is what we use to keep people from using their phones on other GSM carriers. at&t has many restrictions that a customer must qualify for in order to get it removed.

Before u can get a phone unlocked it has to be active on the acct or else when the rep files the case they will deny the request
