The force is...not so strong with this one.
There isn't much detail about the "technical hurdle" AT&T has to overcome so I'm calling "Jedi mind tricks"

In practice AT&T has very little direct input on Cingular/AT&T Mobility's day to day operations. Admittedly, I prefer it that way. 😕
